The Birth and Expansion of the Alliance School Network <\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t

In\u00a0both<\/span>\u00a0the historical record and the collective memories of Jewish communities that once peopled the Middle East and North Africa, the\u00a0legacy\u00a0of the Alliance Israelite\u00a0Universelle\u00a0looms large.<\/span>\u00a0<\/span>Founded in Paris in 1860 to advocate for Jewish civil rights around the globe,\u00a0the Alliance\u2019s central project\u00a0soon became the creation of a\u00a0school network\u00a0that educated generations of Jewish children across the Mediterranean basin. Its history and legacy are essential to understanding the history of the Jews of Muslim lands in the modern times.\u00a0<\/span>\u00a0<\/span>\u00a0<\/span><\/p>\n

<\/p>\n

The\u00a0Alliance<\/span>\u00a0<\/span><\/i>Israelite\u00a0Universelle\u00a0was\u00a0the brainchild of a\u00a0group of young French Jews who wanted to take an active role in fighting antisemitism and providing material support to the international Jewish community.\u00a0In the late 19<\/span>th<\/span>\u00a0century, the Alliance\u00a0spearheaded\u00a0a variety of\u00a0political advocacy\u00a0campaigns for Jews across the globe.\u00a0This notably\u00a0included\u00a0advocating for\u00a0citizenship\u00a0for\u00a0Jews in the newly created country of Romania\u00a0and in\u00a0favor of\u00a0Jewish rights in\u00a0the kingdoms of\u00a0Morocco and Iran,\u00a0which\u00a0were\u00a0unaffected by the\u00a0<\/span>Tanzimat<\/span><\/i>\u00a0reforms\u00a0that\u00a0had placed\u00a0religious communities\u00a0in the Ottoman Empire on\u00a0equal legal footing.\u00a0Fully imbued with imperial France\u2019s\u00a0\u201ccivilizing mission,\u201d\u00a0for the Alliance\u2019s founders, creating a\u00a0school\u00a0network that would\u00a0provide a\u00a0European-style education to\u00a0\u201cOriental\u201d\u00a0Jewish populations\u00a0soon\u00a0became central to\u00a0its\u00a0humanitarian mission.\u00a0The expansion of the French colonial empire and the rise of European dominance in the Middle East and North Africa\u00a0more broadly made conditions ripe for putting that mission\u00a0into action.\u00a0From its first school in\u00a0T\u00e9touan\u00a0(Morocco)\u00a0in 1862, the Alliance network expanded at a rapid pace,\u00a0counting 183 schools and 43,700 students spread out over 15 countries and 90 localities\u00a0across the Mediterranean\u00a0by the eve of the First World War.\u00a0<\/span>\u00a0<\/span><\/p>\n

<\/p>\n

Initially, local Jewish elites\u00a0were reluctant to allow the\u00a0Alliance\u00a0to\u00a0establish\u00a0schools\u00a0for fear that they\u00a0would encourage\u00a0the abandonment of\u00a0religious practice\u00a0and\u00a0the\u00a0unravelling of tradition.\u00a0Increasingly, however, at a time when Europe was establishing dominance across the region, the\u00a0Alliance\u2019s\u00a0offer of secular education and fluency in French (and oftentimes other European languages as well)\u00a0became an opportunity\u00a0for social, cultural and economic advancement\u00a0that was difficult to refuse.\u00a0Both by\u00a0<\/span>necessity and design\u00a0local Jewish communities\u00a0thus\u00a0became willing participants in\u00a0the Alliance\u2019s\u00a0educational project.\u00a0Alliance\u00a0<\/span>representatives most often negotiated with local notables to take over already existing schools, and its curriculum always included Hebrew and religious studies,\u00a0generally dispensed\u00a0by rabbis from the community.\u00a0One of the most revolutionary aspects of the Alliance\u2019s program was the fact that it<\/span>\u00a0<\/span><\/b>opened the doors of secular\u00a0education and French literacy to girls as well as boys.\u00a0While an\u00a01873\u00a0grant\u00a0from the Baron Maurice de Hirsch played a critical role in expanding\u00a0the network,\u00a0local benefactors\u2014after which the schools were often named\u2014also\u00a0played\u00a0an important role\u00a0in creating\u00a0and keeping\u00a0the schools afloat.\u00a0Even as most\u00a0children paid little\u00a0or nothing\u00a0for their education,\u00a0a sliding-scale tuition scheme was put into place in 1895 to reinforce\u00a0the principle of community collaboration\u00a0<\/span>\u00a0<\/span><\/p>\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t

The Alliance Between Two World Wars <\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t

The First World War marked a watershed for the Alliance. As a\u00a0<\/span>polyglot, multi-ethnic space with different communities or<\/span><\/span>\u00a0Millet<\/span>s<\/span>\u00a0<\/span><\/span>given a great deal of autonomy in running their\u00a0<\/span>internal affairs, the Ottoman Empire had been an ideal space for the Alliance to develop its Francophone school network<\/span>.\u00a0<\/span>\u00a0<\/span>By contrast, there\u00a0<\/span>was no room for a school network run by a foreign power<\/span>\u00a0in the new nationalist configuration of the Turkish Republic, which\u00a0<\/span>progressively nationalized\u00a0<\/span>Alliance schools. The\u00a0<\/span>Alliance network also shut down in Bulgaria and Greece\u00a0<\/span>in the 1920s\u00a0<\/span>and\u00a0<\/span>maintained<\/span>\u00a0only one school in Egypt, in the city of\u00a0<\/span>Tantah<\/span>.<\/span>\u00a0<\/span><\/span>Alliance schools remained active in\u00a0<\/span>Iraq and Iran,\u00a0<\/span>but\u00a0<\/span>primary instruction was<\/span>\u00a0now\u00a0<\/span>provided in Arabic and Farsi respectively, and curriculum w<\/span>ere<\/span>\u00a0<\/span>modified<\/span>\u00a0to\u00a0<\/span>incorporate n<\/span>ational histor<\/span>ies<\/span>\u00a0and culture<\/span>s<\/span>.\u00a0<\/span>The\u00a0<\/span>Alliance\u2019s loosen<\/span>ing grip<\/span>\u00a0outside of the French Empire<\/span>\u00a0<\/span>was counterbalanced by\u00a0<\/span>t<\/span>he incorporation of Morocco into the French empire<\/span>.\u00a0<\/span>As per agreements signed in 1924 and 1928, the Alliance was officially tasked with educating the Jewish children in the country, with the financial support of the Protectorate.<\/span><\/span>\u00a0<\/span><\/p>\n<\/div>\n

The fall of France in September of 1940 sent the Alliance into disarray, as its leadership fled to London with the Provisional government.<\/span><\/p>\n

The German occupiers requisitioned the Alliance\u2019s Paris headquarters, and a portion of its archives were pillaged and sent to Berlin. In March of 1942, the Alliance was forcibly dissolved and integrated into the UGIF (Union G\u00e9n\u00e9rale des Israelites de France), an organization created by German command in November of 1941 to serve as an interface between the Jews and government authorities. While most members of the Alliance\u2019s central committee survived the war, their lives were radically disrupted as they scattered and went into hiding to avoid persecution.\u00a0<\/span>\u00a0<\/span>\u00a0<\/span><\/p>\n

The division of France after the defeat of 1940 left the administration of France\u2019s overseas possessions to Petain\u2019s Vichy government. Despite the fact that these ministries were functioning under the auspices of the Vichy government, they did not necessarily share that government\u2019s antisemitic priorities.<\/span><\/p>\n

By 1940, the Alliance network had largely taken on a life of its own in each of the countries in which it was operating. While schools were forced to raise tuition and drastically cut teachers\u2019 pay to make up for budgetary deficits, directors developed a whole network of relationships both with local authorities and French government agencies abroad that they drew on to keep the network afloat.<\/span>\u00a0<\/span><\/p>\n<\/div>\n

Decolonization, Jewish Migration, and the Decline of the Alliance School Network <\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t

\n\t\t\t\t\t\t\t\t\t

The\u00a0creation of the State of Israel\u00a0together with decolonization and the rise of Arab nationalism set in motion a crescendo of Jewish outmigration that reduced the number of Jews\u00a0living in their former homes in the Middle East and North Africa from close to one million in 1948 to fewer than 50,00 (living primarily in Iran and Turkey) at the turn of the 20<\/span>th<\/span> century.<\/span><\/p>\n

<\/p>\n

The shuttering of the Alliance network in the Muslim-majority world followed this outmigration. By 1960, the\u00a0Alliance\u00a0had closed its doors in Iraq and Libya and reduced its presence in Syria. By contrast, the network\u00a0expanded in both Iran and Morocco into the early 1960s, as the Alliance opened new schools in rural areas with the financial support of the\u00a0American Joint Distribution committee.\u00a0Enrollment at the Alliance school in Beirut also increased in the 1950s, as the city\u2019s Jewish population swelled with new arrival fleeing Syria and Iraq.\u00a0<\/span>\u00a0<\/span><\/p>\n

<\/p>\n

This period of expansion was short-lived.\u00a0Jewish migration from Morocco\u00a0rose sharply\u00a0in the lead up to independence in 1956 and then again after the\u00a0Six Day\u00a0War,\u00a0leading the Alliance to progressively shutter it network.\u00a0Only 11\u00a0of the 83 schools\u00a0operating\u00a0on the eve of independence were still open in 1982, and by 2000, the Alliance\u2019s presence in\u00a0Morocco\u00a0had been reduced to a single institution in Casablanca.\u00a0In Tunisia, where attendance had been declining for decades, the Alliance closed its doors in 1974.\u00a0While Iranian Jews\u00a0did not emigrate in large numbers until after the 1979 Islamic revolution, its\u00a0Alliance network\u00a0was also in decline\u00a0by the late 1960s.\u00a0As Jews flocked to Tehran, schools in smaller cities and towns around the country\u00a0were progressively nationalized\u00a0as their Jewish populations became negligible.\u00a0The\u00a0Alliance\u2019s teaching of French as a second language\u00a0also\u00a0made the\u00a0schools\u00a0less attractive to Iranian Jews, who\u00a0now\u00a0preferred that their children learn English.\u00a0Jewish outmigration following the Islamic Revolution of 1979 further shrank the Alliance\u2019s presence, which by 1997 had been reduced to one school in Tehran over which they had little if any\u00a0jurisdiction.\u00a0<\/span>\u00a0<\/span><\/p>\n

<\/p>\n

As the Alliance shuttered its doors across the Arab and Muslim world, it expanded its presence in Europe and Israel. Today, the Alliance runs\u00a0a handful of schools in the\u00a0greater Paris area and\u00a0Israel alongside its remaining school in Casablanca. It has partnered with Montreal\u2019s robust Jewish school network, where it helped\u00a0develop their French curriculum and has put in place a partnership to\u00a0facilitate\u00a0student exchange between France and Canada.\u00a0The Alliance is also home to\u00a0an extensive archival\u00a0collection and the largest Jewish library\u00a0in Europe.<\/span><\/p>\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t

It created an extensive school network that provided French-language education and new paths of social mobility, and gradually gained acceptance within local communities. While the Alliance had a free hand in creating schools around the Mediterranean basin over the long nineteenth century, its presence was gradually reshaped by nationalism, the two world wars, and decolonization. Over time, political change and Jewish migration led to the closure of most schools in the region.
